Psalm 37:12

12 The wicked [rasha`] plotteth [zamam] against the just [tsaddiyq], and gnasheth [charaq] upon him with his teeth [shen].   KJV-Interlinear

12 The wicked plots against the righteous and gnashes his teeth at him.   ESV

You can follow Gods plan and inherit and be blessed, or you can reject Gods plan and gain nothing.  Too many people refuse to learn Gods process, and want to do things their own way, and do not want to even learn Gods plan or process.  Thus they fail.

And that is the whole principle behind mans works.  Man doing things his own way, even when that way is totally wrong.

So, what is the plotting?  It is any and all forms of rejection of Gods way, in favor of ones own way of doing things.

There are five easy steps to the successful spiritual life.

The first should be obvious, you have to be saved, and you are saved when you believe in Christ.

The second step is to confess your sins on a regular basis.  All confession is done to God the Father.  It is a prayer of sorts.  Father I did this and that.

Most people do not confess so their spiritual life does not function.

The third step is to engage in a daily study, through instruction. You have to learn Bible doctrine, which is the building block of the spiritual life.

The fourth step is to use what you learn in your daily life, or the production of your spiritual life.

And the fifth step is the continuation of this process resulting in spiritual growth toward spiritual maturity.  That is where your wisdom and faith excel.

But for most people, this process is ignored, and exchanged for their own effort, which is their plotting.

To do things your way is to reject Gods way.  To reject Gods way is to plot and attempt to gain by your own effort, that, which God provides through His process.

So, you see, wickedness is not limited to crime or social disorder.  Wickedness is any and all function outside of Gods spiritual process.

God provides blessings to those who comply with His plan and process, which is truth.

To do otherwise, is to attempt to steal or to take that which does not belong to you, or which is not given to you.
