Isaiah 5:28

28 Whose arrows [chets] are sharp, [shanan] and all their bows [qesheth] bent, [darak] their horses [cuwc]' hoofs [parcah] shall be counted [chashab] like flint, [tsar] and their wheels [galgal] like a whirlwind: [cuwphah] KJV-Interlinear

28 Its arrows are sharp, and all its bows are bent; The hoofs of its horses seem like flint, and its chariot wheels like a whirlwind. NASB

Although Isaiah was warning of the impending invasions of the Babylonians, followed by the Persians, followed by the Greeks, followed by the Romans, but more specifically the first of these invading forces, however, the ultimate prophecy is directed at the final invasion of Israel, which will occur at the end of the Tribulation.

Arrows being sharp indicates both an abundance of ammunition made ready for battle, and fully distributed by way of logistics to the units that would be using the ammunition.

Arrows bent, is the symbolism of weapons at the ready, loaded, armed, targeted in on their enemies.

Horses hooves counted like flint, carry two symbolisms.  One of numerous horses for transport of troops and supplies, and the other is in reference to the hardness of their hooves, or the armor that will be attached to the mobile forces.  This indicates a mobile force, a prepared force, a well build and well-armed force together with all of the necessary equipment and supplies and logistics for making a long and forced march to their distant objective.

Remember that these forces will be coming from all over the world.  They will be motivated and focused on one thing, which is the destruction of Israel.

Remember too, that in the Tribulaiton, the entire worlds economic system and public utilities, and manufacturing of domestic goods will have been decimated.  But here we learn that the military machines of the countries of the world, will be well built and well-armed and well supplied.

Wheels like whirlwind, translates into speed, and swiftness.

Back in those days that speed would be provided by chariots, or horses or wagons.  But in todays modern world, that speed translates into phenomenal air power and naval power and ground forces with tanks and cannons and endless transports and missiles and so forth.

So, when that day arrives, the invading forces against Israel, will be well armed and well prepared and well-motivated for the destruction of Israel.  Even while the rest of the world also suffers from gross neglect.
