Isaiah 32:7

Isaiah 32:7

7 The instruments [kaliy] also of the churl [kiylay] are evil [ra`]: he deviseth [ya`ats] wicked devices [zimmah] to destroy [chabal] the poor [`aniy] [`anav] with lying [sheqer] words ['emer], even when the needy ['ebyown] speaketh [dabar] right [mishpat].   KJV-Interlinear

7 As for the scoundrel—his devices are evil; he plans wicked schemes to ruin the poor with lying words, even when the plea of the needy is right. ESV

The churl, is the person who functions in life by means of intentional deceit. He deceives, he lies, he misleads in order to accomplish his own agenda. Modern-day examples of this type of person would be found in politicians, or fast talking salesman, just to use these two, in order to understand the example.

They are evil. They make use of any unprincipled means to win you over, or get their way.

They make false representations. They make deceitful or misleading promises and assurances. Their targets are typically the poor, or the humble, or anyone who has no means of being able to see through their deceit.

Even in the face of right, they will ramp up and accelerate their deceit in order to take unfair advantage and drowned out and squash anything and everything that is right and just and fair.
