Psalm 10:17

17 O Lord, Thou hast heard the desire of the humble; Thou wilt strengthen their heart, Thou wilt incline Thine ear NASB
The Lord hears the prayers of the believer in fellowship. The pattern of prayer is that all prayer is directed to the Father. All prayer is acted upon by Christ, who is the Lord.
Through a prepared heart then, all prayer gets attention from God, because it is submitted in the proper form.
The Father authored the divine plan. The Son executes the divine plan. The Spirit sustains and reveals the divine plan.
All three members of the Godhead function in unison in the divine plan, and thus all know all things regarding the divine plan, history, your thoughts and activities and so forth.
The humble is the unassuming mature believer.
The strengthening of the heart, is the function of doctrine throughout the soul. The heart represents the pump of the soul that circulates doctrine throughout the soul.
The desire of the humble, is based on the content of the soul, the content of their thoughts, which are or should be, in line with truth.
All requests to God must be in truth, must not be related to sin or selfish desires, must be compatible with the divine plan.
All prayers of this nature are in accordance with Gods will, and thus since the soul of the believer functions correctly, since the thoughts of the believer are proper thoughts, then God will listen and hear those requests and answer them accordingly.
All prayer must be compatible and in sync with the overall plan for humanity, for history, and for each individual as you fit into that overall plan.
God will not go outside of His plan for requests that are not compatible with His essence, for selfish requests, or requests that deviate from His overall plan.
