Isaiah 28:2

2 Behold, the Lord ['Adonay] hath a mighty [chazaq] and strong one ['ammiyts], which as a tempest [zerem] of hail [barad] and a destroying [qeteb] storm [sa`ar], as a flood [zerem] of mighty [kabbiyr] waters [mayim] overflowing [shataph], shall cast down [yanach] to the earth ['erets] with the hand [yad].   KJV-Interlinear

2 Behold, the Lord has one who is mighty and strong; like a storm of hail, a destroying tempest, like a storm of mighty, overflowing waters, he casts down to the earth with his hand.   ESV

Ephraim, is the guilty party here, and judgment is coming against that nation, because of its arrogance.

The Lord is the person of Jesus Christ. He is the mighty one, who possesses the power and authority and sovereignty over all things, to work His will.

The attacker against Ephraim will be Assyria, and God will allow that nation, to enter into and destroy Ephraim.

Ephraim brought it all upon itself.

The tempest and strength of the storm paints a picture of just how easy the Assyrians will accomplish their invasion.

For when doctrine is ignored, then God is likewise ignored.  And when God is ignored, then God allows you to have your way, whatever that may be, subject to the repercussions of the world.

When you choose to live in the jungle, then you live by the jungle rules, and there, no one is safe.

In the jungle even the strong become weak and others take over in a never ending cycle of the rise and fall of life.

Only with Bible doctrine, in your soul, do you have an escape from the jungle laws, and enter into the grace laws of Christ.
