Job 34:28

28 So that they cause the cry [tsa`aqah] of the poor [dal] to come [bow'] unto him, and he heareth [shama`] the cry [tsa`aqah] of the afflicted [`aniy]. KJV-Interlinear

28 So that they caused the cry of the poor to come to Him, And that He might hear the cry of the afflicted — NASB

All who reject God, their spiritual life, Christ, and doctrine, operate in the world as foreigners seizing that which does not belong to them.

When someone takes what is not theirs, then they cause harm to those who have rightful ownership.

And so the wicked (anyone who does not live in compliance with Gods mandates) become oppressors to those who try to live within Gods mandates. Likewise, the oppressors can be divided up into at least two categories. Those who oppress and those oppressors who are also the victims of oppressors.

All unbelievers are oppressors. All non-growing believers function or imitate as oppressors. Some oppressors are among the wealthy and the powerful. Most oppressors are like the rest of us, either middle class or lower class folks, which means that they become the victims of the world even as they are oppressors of the world.

When folks cause harm (in any way) to others, then those victims call out to God. God hears the calls of the oppressed, those who try their very best to live in compliance with His mandates.

But even as the oppressors of the world cause their victims to cry out to God in prayer, which prayers God hears, so too, when God puts the kibosh on the oppressors, they likewise call out but their prayer calls, or rage calls are not heard by God.

What the wicked sow, always comes back to haunt them. Their greed, lusts, selfishness's, heartlessness, arrogance and such always gets turned around against them. And in their case, there is no one to hear their complaint or come to their aid. The world always turns on its own.
