Psalm 33:13

13 The LORD [Yahovah] looketh [nabat] from heaven [shamayim]; he beholdeth [ra'ah] all the sons [ben] of men ['adam].  KJV-Interlinear

13 The LORD looks down from heaven; he sees all the children of man;   ESV

God looks down from heaven.  Heaven is not a part of this universe, but external to it.  Our universe was created.  Heaven has always existed.  It is the home or dwelling of God, who likewise has always existed.

There never was a time when heaven did not exist.

God can see all of humanity.

All of humanity is named here as the sons of ‘adam.’  This is the first name of the first man, but also indicates that all of humanity began with Adam, and was not from some concoction of mush that evolved prior to Adam.

History has a very long timeline.

Today, science divides history up into many categories of eons.  We typically divide up history into per-historic, or the history before man, and then there is human history beginning with Adam.

In the prehistoric times, there were dinosaurs and all kinds of animal and plant life. These came into existence when the universe was created.  How long they lasted, we can only guess.

But during that pre-historic era, there is evidence of life and then extinctions and then life and then extinctions and so forth, until the very last extinction which is typically called the great ice age.

However, during those pre-ice age times, there is evidence of a couple of man like creatures, that have been named Cro-Magnon and Neanderthal.   Again historical evidence and the discovery of DNA science reveals that the DNA of those creatures does not match our current human DNA.  Thus the missing link theories of evolution arose, trying to find some link that connected us with them.

But that is not to be.

Current humanity began with adam, not pre-historic animals, that may have been similar to man but not human.

Only we have souls.  They, as with all animals, did not have souls, nor even a relationship with God, as we have.

But it might be interesting to know if they were so hated by Satan, who destroyed them, that God created Adam from their pattern, as a curious humor, in that we are promoted to being above all the angels through Christ, something that the angels lost when they rebelled.  And perhaps the lowly form of a former creature is used as the pattern and instrument of that justice.  Just a curious speculation or something to wonder about.  After all, God does everything by plan, and nothing by accident.

In any case, all of creation is under Gods eye.  Nothing escapes His eye.  Nothing escapes His notice.  Nothing escapes His awareness.  And all of history, whether pre-historic or current, is a part of Gods overall plan.

When Gods people and man are ever referred to, the mention always begins with Adam, and never anything prior.
